PROBLEM TO BE SOLVED: To provide a manufacturing method and an apparatus for lotion paper capable of feeding lotion paper at a high speed, uniformly and sufficiently impregnating base paper with medical solution, and exerting a feeling of "moisture" and "sliminess" due to the medical solution in an early stage. SOLUTION: This manufacturing method of the lotion paper includes: a first spray step for feeding a ply 2 to a spray chamber 6 installed with a nozzle type spray device 4, separating the ply 2 once into two systems of base paper 8 and 10 inside the spray chamber 6, spraying first liquid from a space between the separated two systems of base paper 8 and 10 by the nozzle type spray device 4 to attach the first liquid to the base paper 8 and 10, superposing the base paper 8 and 10 stuck with the first liquid again to form the ply 2 and feeding the ply 2 from the spray chamber 6; and a second spray step for spraying second liquid from both the front/back sides of the ply 2 to attach the second liquid to the ply 2, thus providing the lotion paper.
