PROBLEM TO BE SOLVED: To improve the performance in reducing interference between cells such as picocells and to facilitate operation. SOLUTION: A radio area measuring device is equipped with a signal measuring section 14 which measures a radio environment index in a measurement place based upon measurement data on received signal intensity for each base station, a transmission power calculating section 18 which adjusts transmission powers of the base stations based upon a margin of the radio environment index, and a display section 20 which displays adjustment results of the transmission powers.
