PROBLEM TO BE SOLVED: To provide a method of manufacturing an information recording medium, a transfer method of a rugged pattern and a transfer device by which a resin material can be reliably cured even when a translucent stamper is repetitively used. SOLUTION: Optical characteristics of the stamper 50 made of a light transmissible resin, having the rugged pattern formed in a transfer part 50B is inspected, the stamper 50 is made to abut on the energy ray curing resin material 28 of a body 10 to be worked on which the resin material 28 is applied, the rugged pattern is transferred to the resin material 28 and the resin material 28 is irradiated with an energy ray via the stamper 50 to cure the resin material 28.
