PROBLEM TO BE SOLVED: To provide an apparatus for notifying people around of abnormal conditions in a vehicle by giving an alarm when a trouble occurs, such as groping with a simple and inexpensive configuration. SOLUTION: When a trouble occurs, such as groping, a victim operates a push-button 10, a mobile phone 11, a dedicated transmitter 12, then an emergency signal is transmitted to a controller 20. The controller 20 notifies that a trouble such as groping occurs around through a speaker 31, a warning light 32, a display panel 33 or the like. The people around can be notified of the trouble, so that the ill person can be quickly rescued from the trouble, such as groping, and prompt rescuing steps can be taken, if a person suddenly becomes ill, and the patient can be quickly rescued, if a physician or the like is on board.
