PROBLEM TO BE SOLVED: To provide a surface-coated powder satisfying water resistance and makeup lasting property for a long time and giving cosmetics excellent in skin-adhering property and makeup lasting property when compounded in cosmetics, and to provide cosmetics compounded with the powder. SOLUTION: The surface-coated powder comprises a homopolymer of propylene or 1-butene and is provided by surface-treating the powder with an olefin polymer having 25,000-100,000 weight-average molecular weight (Mw) and 60-100°C melting point.
