PROBLEM TO BE SOLVED: To provide a metal-surface film formation method in which a cross-linking film formation of a thin polymer film formed on a metal surface is easily carried out, a uniform film can be formed, the release property is high, and the thin film can resist long hours of use while maintaining a functionality of the thin film surface. SOLUTION: The metal-surface film formation method is characterized in that the film formation is carried out on the metal surface by a wet process using a solution containing a thiol compound or a triazine thiol derivative represented by a specific chemical formula (formula 1, 2, or 3), and next, a fluorine-containing organic compound is film-formed by a dry method.
