The device (100) has a rotating wheel (110) with a detected part. A board (120) is provided with a detection part that detects the detected part, which turns together with the wheel. A base (130) is arranged on the board, with which sprocket holes are equipped. A holder (140) is rotatably installed with the wheel and provided with guiding projections (145) that are inserted into the sprocket holes. The holder is exposed to lower surface of the base, where lower ends of the holder are inserted into the sprocket holes. The holder is arranged between the wheel and the board.
