<p><P>PROBLEM TO BE SOLVED: To provide a method and system for hair growth control, promoting the growth of hair without causing inflammation. <P>SOLUTION: The hair growth controlling device 1 outputs the light coming from some light-emitting diodes 11, which are arranged in a cylindrical housing 10, from one end side mounted with a protective glass plate 12 of the housing 10 to the outside. The light-emitting diode 11 irradiates low-energy light near the hair root with 600-1,000 nm of wavelength except 870-910 nm range of the wavelength and controls the growth of hair by light absorption to the light absorbing component existing in a body around the area.
