PROBLEM TO BE SOLVED: To determine necessity of lane change without specifying a traveling lane before a crossing where a route advancing to a specific direction is set, and to output a guidance when the lane change is necessary. SOLUTION: When a plurality of vehicles are traveling, probe data are collected continuously from each vehicle and stored (S11). Reference data showing a traveling locus of a vehicle advancing through a prescribed crossing are generated based on the probe data (S12). A current position of an object vehicle traveling before a prescribed crossing, which is an object vehicle whose route is set so as to advance through the prescribed crossing along a specific route, is compared with the traveling locus shown by the reference data generated by a reference data generation means, and thereby necessity of a lane change guidance to a driver of the object vehicle is determined (S15), and the lane change guidance is output when the lane change guidance is required (S16).
