PROBLEM TO BE SOLVED: To provide a phosphor film forming method of a glass bulb in a fluorescent lamp capable of suctioning phosphor liquid inside the bulb, without phosphor liquid attached to an outer periphery face and an end face of the lower end part of the glass bulb. SOLUTION: After a connecting part 5b provided at the upper end of a cylindrical phosphor liquid suctioning adapter 5 is connected to a lower end of the vertically supported glass bulb 3 and the lower end of a cylindrical part 5a of the cylindrical phosphor liquid suctioning adapter 5 is immersed in phosphor liquid 2 contained in a liquid tank layer 1, the inside of the glass bulb 3 and the phosphor liquid suctioning adapter 5 is decompressed so as to suction the phosphor liquid 2 from a lower-end opening of the phosphor liquid suctioning adapter 5 up to an upper end of the glass bulb 3.
