PROBLEM TO BE SOLVED: To provide an optical characteristic measuring apparatus and an optical characteristic measuring method having high accuracy in detecting angles of specular reflection. SOLUTION: A light-dispersing part 22 and a light-receiving part 20 are integrated in such a way as to be rotated on an axis as an axis of rotation intersecting a geometric plane at right angles and passing through the center A of an opening. A prescribed region is scanned in detail (light is received at a plurality of positions) with respect to a position corresponding to a reflecting direction of specularly reflected light prior to the measurement of values of reflection characteristics. A measuring position for computing values of reflection characteristics is determined on the basis of the position of specularly reflected light to perform measuring operations at the measuring position.
