PROBLEM TO BE SOLVED: To provide a sludge decomposition method which enables direct action on sludge deposited on the water bottom to decompose it in a short time without excessive processing of granulated blast furnace slag, and without addition of a nutrient source even in a hydrogen sulfide atmosphere of sludge, and can contribute to environmental improvement of, for example, a lake, a marsh, a pond, a canal, a river, a water tank, or sea, and also to cultivation of fishes and shellfishes, or seaweed. SOLUTION: Granulated blast furnace slag where either or both of many pores and unevennesses are formed in the surface layer part, a liquid containing one or more kinds of microorganisms which adhere to the surface layer part of the granulated blast furnace slag and assimilate sulfur, and sludge containing organic matter are mixed to make the microorganisms decompose the organic matter in the sludge.
