<P>PROBLEM TO BE SOLVED: To provide an electrode for an electrochemical element having high capacity characteristics. <P>SOLUTION: In a revolving reactor, a predetermined amount of water, an aqueous solution of ruthenium chloride with ruthenium chloride dissolved by ultrasonic waves, and Ketjenblack are injected, and stirred by a predetermined centrifugal force for one to twenty minutes. Furthermore, sodium hydroxide is added to them, and the inner tube is revolved by a predetermined centrifugal force for thirty seconds to ten minutes, to form a thin film of a reactant on the inner wall of an outer tube. Shear stress and the centrifugal force are applied to the reactant to accelerate the chemical reaction, and the Ketjenblack carrying ruthenium oxide nanoparticles, in a highly dispersed state, is obtained. The ruthenium oxide-Ketjenblack complex obtained is filtered through a filter folder, and is vacuum-dried at 100°C for 12 hours, and thereby, the complex powder with the Ketjenblack, carrying ruthenium oxide nanoparticles in a highly dispersed state, is obtained.
