PROBLEM TO BE SOLVED: To provide a burnishing tool for a flat surface capable of performing burnishing on a narrow flat end groove bottom surface and a small-diameter circle end surface, and to provide a burnishing method. SOLUTION: This burnishing tool 1 is provided with a cylindrical shank 3 attached to a working machine, a mandrel 2 inserted and supported in the shank 3 and rotated integrally with the shank 3, an energizing means SP energizing the mandrel 2 in a direction of a workpiece arranged on the front end side of the shank 3, and an energizing force adjusting means 5 adjusting an energizing force generated by the energizing means SP, and it performs burnishing by pressing the front end 2f of the mandrel 2 against the flat surface of the workpiece.
