PROBLEM TO BE SOLVED: To provide a technology for easily generating an image which is made different in visibility in an area to be concealed within the image. SOLUTION: A CPU 10 extracts a frame from an image signal generated by an imaging section 102 and analyzes pixel values (information representing colors) of pixels in the frame. The pixel values of the pixels are compared with a pixel value of reference information (e.g., flesh color) and a pixel with a small differential therebetween is specified as a target region of mute processing. The specified target region of mute processing is converted into the color represented by the reference pixel information. As a result, the region having a color approximate to the reference (e.g., the region of the flesh color) is painted out in the reference color, and detailed information contained in the region of the original image signal is concealed.
