PROBLEM TO BE SOLVED: To provide a control device for an internal combustion engine capable of improving operability and stability by suppressing rotation fluctuation and output fluctuation of the internal combustion engine even in a transition between a steady operation condition and a transient operation condition of the internal combustion engine. SOLUTION: The control device 1 is provided with ECU 2. The ECU 2 calculates indicated mean effective pressure IMEP, target effective pressure IMEP_CMD, and effective pressure deviation DIMEP (S3, 12, 13), sets pilot injection quantity QINJ_P, main injection timingϕINJ_M, and pilot injection timingϕINJ_P to steady operation values QINJ_P1,ϕINJ_M1, andϕINJ_P1 when the internal combustion engine is under the steady operation condition, sets the same to transient operation values QINJ_P2,ϕINJ_M2, andϕINJ_P2 when the internal combustion engine is under the transient operation condition, and calculates the same by Interpolation operation of the steady operation values QINJ_P1,ϕINJ_M1, andϕINJ_P1, and the transient operation values QINJ_P2,ϕINJ_M2, andϕINJ_P2 when a relation: DI_1≤DIMEP≤DI_2 is satisfied (S57, S66, S76).
