PROBLEM TO BE SOLVED: To provide a manufacturing apparatus of a coating film capable of more rapidly keeping at least a drying speed than a natural drying speed while suppressing even the slight occurrence of drying irregularity and capable of also enhancing surface properties and productivity, and a manufacturing method of the coating film. SOLUTION: The coating film feed distance from the coating part of a coating apparatus is set to 0.2-0.8 m. A drying oven is internally divided into a plurality of drying zones and has air supply and discharge means at every drying zone and a distance regulating means for uniformizing the distance between the top of the drying oven and the coating film. Further, the distance of the top and base of the drying oven is set to 10-100 mm and the relation between the height L1 of the gap on the side of the top between the top and coating film and the height L2 of the gap on the side of the base between the base and a base material is L1≤L2.
