PROBLEM TO BE SOLVED: To enable a receiving end to reconfigure a sub-packet into one packet so as to perform decoding, even if one sub-packet is lost, in the case that the sub-packet has variable length. SOLUTION: A packet transmitting method using a hybrid automatic retransmission request system comprises: a step for repeating a bit stream including information to be transferred and for generating a packet; and a step for separating at least one sub-packet from the packet transferred by the transfer starting point determined under a rule decided between a transmitting and a receiving ends. Furthermore, the transfer starting point information is reported via a control channel at a transmitting end by using a sub-packet identifier, and then the sub-packet is transferred via a data transfer channel by using the transfer starting point information.
