PROBLEM TO BE SOLVED: To provide a manufacturing device and a manufacturing method of a coating film capable of improving both of surface property and productivity to keep a drying speed higher than at least natural drying while suppressing slight unevenness in drying. SOLUTION: A coating film conveying distance from a coating portion of a coating device to a charging port of a drying furnace is within a range of 0.2-0.8 m, and the differential pressure between a pressure in the drying furnace and a pressure outside of the drying furnace is within a range of -2 to 2 Pa. A distance between a top plate and a bottom plate is within a range of 10-100 mm, and the relationship between a height L1 of a top panel-side clearance between the top panel and the coating film, and a height L2 of a bottom plate-side clearance between the bottom plate and a base material satisfies L1≤L2.
