<p><P>PROBLEM TO BE SOLVED: To tactually identify each key while maintaining flexibility of an allocation character change. <P>SOLUTION: A plurality of key units 12 are arranged on a base plate 10 in a matrix state. A flexible touch sensor sheet 14 is covered on the key units 12 such that the touch sensor sheet 14 covers all the key units 12, and a flexible display sheet 16 is lapped over the touch sensor sheet 14 and is bonded thereto. The lower faces of spacers 20 disposed in appropriate intervals are fixed to the base plate 10, and the upper faces are fixed to the touch sensor sheet 14. A top plate 30 of each the key unit 12 is joined to a movable frame 22 by a link plate 36. By laterally moving the movable frame 22 on the base plate 10, the upper face of the top plate 30 moves to a projecting position from a position wherein the upper face of the top plate 30 is aligned with the upper face of the spacer 20.
