PROBLEM TO BE SOLVED: To provide a nonvolatile information recording device of low power consumption and high thermal stability. SOLUTION: The information recording and reproducing device includes a recording layer containing a first compound: the compound has a pyrochlore structure represented by Al<SB>a</SB>M1<SB>2</SB>X1<SB>x</SB>(0.5≤a≤2, 6≤x<7), where A1 and M1 are elements different from each other, at least one of A1 and M1 is a transition element, and X1 contains at least one selected from (oxygen), F (fluorine), N (nitrogen), and S (sulfur), and a voltage application part for applying a voltage to the recording layer to cause a phase change in the recording layer, thereby recording information.
