PROBLEM TO BE SOLVED: To provide an optical signal exchanger capable of controlling an optical output level constantly even when switching channels different in optical input level. SOLUTION: The optical signal exchanger is a three-dimensional type using a set of MEMS mirror arrays in which a plurality of tilt mirrors with an angle-controllable reflecting area are arranged on a plane surface thereof. The power of optical signals successively reflected by each MEMS mirror array and outputted from a specific position is detected by an optical power detector 12 and, in the manner that the absolute value of a difference between the outputted optical power and a preset target value is minimized, the angle of the reflecting area of the tilt mirrors that reflected the optical signal is controlled by feeding back. The feedback control is performed in accordance with an arbitrary control direction relative to at least one axis out of the plurality of axes after, in the initial state before the control, the angle of the reflecting area of each tilt mirror is initially set for each axis so that optical loss is minimized for the optical signal outputted from the specific position.
