PROBLEM TO BE SOLVED: To apply efficient slot coupling to a free time slot even when allocation and release of a time slot constituting a frame are repeated, and to improve transmission efficiency. SOLUTION: A slot specifying unit 9b gives priority levels in order from time slots close to both ends of a frame among free slots in the frame.
