PROBLEM TO BE SOLVED: To provide an arousal determining device which determines the arousal state by a simple calculation and is not influenced by road situation. SOLUTION: A side run-out quantity detection means detects the side run-out quantity of an own vehicle in the lane width direction, a standard deviation calculation means computes the standard deviation of a plurality of side run-out quantities detected by the side run-out quantity detection means at a predefined time interval during a predetermined period, a difference calculation means calculates the difference between the maximum and the minimum of the plurality of standard deviations calculated by the standard deviation calculation means within the predetermined period, a determination means determines whether or not the difference calculated by the difference calculation means exceeds a predefined threshold value, and an alarm means emits an alarm indicating the low vigilance of a driver when the determination means determines exceeding of the threshold value.
