PROBLEM TO BE SOLVED: To provide an anti-fogging treating liquid which imparts an anti-fogging performance without impairing an optical performance, can prevent fogging by fine water droplets in any using environment and obtains an anti-fogging article having a sustainable anti-fogging performance, and a method for producing the anti-fogging treating liquid. SOLUTION: The anti-fogging treating liquid is provided in which the degree of condensation of an organosilance containing at least one sulfur atom at a non-coupling position and/or its hydrolysate are controlled, to form a single body of a hydrolysate and a condensate of a dimer or higher polymeric body, which are diluted with a hydrophilic organic solvent. A production method for the anti-fogging treating liquid is provided in which the organosilane containing at least one sulfur atom at a non-coupling position and/or the condensate which is the dimer or the higher polymeric material of the hydrolysate thereof are from 1 wt.% to less than 70 wt.%, based on the entire weight of the organosilane, and which is prepared by controlling a treating liquid holding environment and/or a catalyst.
