PROBLEM TO BE SOLVED: To increase the rotational torque of a drum and the rotational speed of the drum. SOLUTION: An inner ring 23 of a turning ring 22 is integrally fitted to one end of a winding drum 16, and an outer ring 24 of the turning ring 22 is fixed to a supporting member 27 fitted to a frame 11a. A drum shaft 17 on the other end of the winding drum 16 is rotatably supported by the frame 11b. Two sets of hydraulic motors 28 are mounted on the supporting member 27, and a driving gear 29 individually mounted on the motor shaft projecting to the inner side of the turning ring 22 through the supporting member 27 is engaged with an inner tooth gear 30 provided on an inner circumferential surface of the inner ring 23 of the turning ring 22 to form a winding winch 31. By transmitting the rotational driving force of the two sets of hydraulic motors 28 to the inner tooth gear 30 of the inner ring 23 of the turning ring 22 from each driving gear 29, the winding drum 16 is rotation-driven integrally with the inner ring 23 of the turning ring 22 by the combined rotational driving force of the two sets of hydraulic motors 28.
