A method, a transmitter, and a receiver for mapping/demapping modulation symbols according to a reference symbol power assignment in a mobile communication system are provided to reduce an error rate by allocating more power to a systematic bit than a parity bit. A channel encoder(403) receives user bit streams, converts the user bit streams into encoded bit streams, and outputs the encoded bit streams. A demultiplexer(701) separates a systematic bit stream and a parity bit stream from the encoded bit stream and outputs the separated bit stream. A first modulator(403a) modulates the systematic bit stream. A second modulator(403b) modulates the parity bit stream. A first interleaver(421a) interleaves the systematic bit stream, which is outputted from the first modulator. A second interleaver(421b) interleaves the parity bit stream, which is outputted from the second modulator. A resource element mapper(705) preferentially arranges the systematic bit stream from the first interleaver to a resource element of a symbol without reference symbols. The resource element mapper arranges the parity bit stream from the second interleaver to the rest resource elements.
