<P>PROBLEM TO BE SOLVED: To predict a future phenomenon immediately before an accident occurs, and to respond to various possible accident types to improve pedestrian protection performance. <P>SOLUTION: When a collision between a pedestrian and a vehicle is inevitable and a time is given until the collision occurs, collision simulation analysis processing is executed (S5), and processing for searching optimal solutions of the operation timing of protection devices and a vehicle behavior to minimize damage to the pedestrian is repeated while calculating conditions are changed (S5-S8). When a damage value is minimized, or when no time is given until the collision, based on the analysis result of the collision simulation analysis, vehicle behavior control by braking and steering is executed, and the protection devices such as a hood air bag and an active hood are operated (S9).
