PROBLEM TO BE SOLVED: To provide a conductive roll having a conductive elastic layer made sufficiently low in hardness, while being superior in permanent set. SOLUTION: The conductive roll has at least a conductive elastic layer, formed in contact with the outer surface of the shaft; the conductive elastic layer is formed by finely distributing a non-polarized rubber material in an island phase within the continuous phase, consisting of a polarized rubber material containing an ion conductive agent; and the roll is made of a rubber composition forming an island structure that does not have an electron conductive agent contained therein.
