A method for installing or repairing a pipeline using a fluid blocking device is provided to prevent the pipeline from being separated during pipeline installation work or pipeline repair work due to fluid pressure applied thereto by blocking the fluid using the fluid blocking device. A method for installing or repairing a pipeline using a fluid blocking device comprises the steps of installing a valve(110) on a pipeline(100) and perforating a hole in the pipeline, installing a fluid blocking unit(A) by using a coupling unit provided at a lower body(91) of the valve installed on the pipeline, installing a fluid blocking device(70) in the pipeline, blocking the fluid by operating the fluid blocking device, performing pipeline installation work or pipeline repair work while blocking the fluid, and sealing the hole after removing the fluid blocking unit.
