<P>PROBLEM TO BE SOLVED: To achieve transfer of stream data once recorded in a recording device to a medium of another recording device in stream data transmissin on a bus in which protection of copyrights is carried out. <P>SOLUTION: Authentication is carried out between a stream recording and reproducing device and the other recording device, and keys for data scramble are exchanged. Data with copy control information when recorded initially, added thereto is transmitted using this key, and after recorded in the recording device, is eliminated from the original recording medium.
