PROBLEM TO BE SOLVED: To provide a developing device capable of forming a stable toner image that has a long toner life time, by restraining toner from being attracted by a magnet attached to a regulating blade, thereby reducing stress on the toner and to provide an image forming apparatus having the developing device. SOLUTION: A magnet roller 27 incorporating a plurality of magnetic poles are fixed in a developing roller 25. Toner is attached (held) on the surface of the developing roller 25 by the magnetic force of the magnet roller 27, thereby forming a thin layer of toner. The regulating blade 29 is disposed with a predetermined gap left from the developing roller 25, and forms a regulating part 30 that regulates a quantity of toner supplied to the photoreceptor drum 1. A first blade magnet 31 is fixed to the upstream side of the regulating blade 29 in the rotating direction of the developing roller 25.
