PROBLEM TO BE SOLVED: To provide a chromium-free surface-treated steel sheet which shows superior corrosion resistance and abrasion resistance. SOLUTION: This surface-treated steel sheet comprises: a surface treatment film formed from a surface treatment composition including an aqueous liquid of a specific titanium component, an organophosphate compound, a vanadate compound, a zirconium fluoride compound, and a zirconium carbonate compound, on the surface of a zinc-based plated sheet steel; and an upper layer film formed from a paint composition including a curing agent having a group which cross-links with a hydroxyl group and a solid lubricant blended in an epoxy resin having a primary hydroxyl group in the resin, on the surface treatment film. The surface-treated steel sheet film shows superior corrosion resistance without making the film contain a pollution control substance such as hexavalent chromium, also shows superior abrasion resistance regardless of the type of the lubricant to be used, and is superior in electroconductivity as well.
