PROBLEM TO BE SOLVED: To provide a communication apparatus and communication system capable of acquiring a furthest inexpensive communication path without requiring complicated computation and troublesome investigation. SOLUTION: A head quarter communication apparatus comprises: a tariff storage section for storing the tariff of each of public lines at least between a second branch office communication apparatus and each of first branch office communication apparatuses; a number storage section for storing an international call originating number in each of foreign countries corresponding to each of the first branch office communication apparatuses; a head quarter terminal including an input section which causes the staff to input a destination designation number for designating the second branch office communication apparatus; a determination section which determines a bottom tariff by retrieving the tariff storage section on the basis of a destination designation number when the head quarter terminal inputs the destination designation number, further determines a corresponding first branch office communication apparatus, and determines a corresponding international call originating number by retrieving the number storage section on the basis of the determined first branch office communication apparatus; and a number change section for changing the destination designation number on the basis of the international call originating number determined by the determination section.
