PROBLEM TO BE SOLVED: To provide a vehicle control device, for reducing abrasion or energy loss of wheels in on-the-spot turning, and to provide a vehicle controlled by the vehicle control device. SOLUTION: In the vehicle control device and the vehicle, a camber angle is applied together with a tow angle to each wheel in on-the-spot turning. Therefore, the grounding width of each wheel in on-the-spot turning can be reduced, compared with when not applied, and slippage of each wheel in on-the-spot turning can be consequently suppressed to reduce the energy loss.
