PROBLEM TO BE SOLVED: To provide a stable service by reducing the load of a service providing system and a service providing server. SOLUTION: A data control functional part 6 accesses service result storage data 8 to acquire a service result in response to a received retrieval request, and transmits the acquired retrieval result to a service control functional part 5. The service control functional part 5 confirms the presence of the received execution result of the service component, and confirms whether or not the execution result of the service component is within a valid range as the execution result such as a time, and when there is any execution result satisfying the requested service and conditions, notifies a scenario engine 7 of the result. When receiving the service component execution result, the scenario engine 7 executes the following scenario, and transmits the result to a network corresponding functional part 3 as a service execution result.
