PROBLEM TO BE SOLVED: To provide oil-in-water type emulsion cosmetics having a low pH, a low viscosity and excellent temporal stability. SOLUTION: The oil-in-water type emulsion cosmetics having the following components (a) to (e): (a) polyoxyethylene (20) sorbitan monostearate, (b) a higher alcohol, (c) water, (d) a water-soluble polysaccharide polymer, and (e) an acidic substance, wherein (a)/(b), the content ratio of the component (a) and the component (b), is 0.05 to 10 by weight; and the pH is 3 or higher and 4.5 or lower at 25°C; and the viscosity is 1,000 mPa s or higher and 7,500 mPa s or lower at 25°C, are provided.
