PROBLEM TO BE SOLVED: To provide a writing instrument package body or the like which can restrain volatilization of moisture or the like contained in an ink. SOLUTION: A first joint 34 is formed by bonding a melt layer formed in a first film 31 and a melt layer formed in a second film by heating the first film 31 and the second film 32. As the result, the writing instrument 10 is in a state that a sealed space is formed between the first film 31 and the second film 32 or is a sealed state. Before the sealed state is formed, a treatment to discharge air existing in the space to be the sealed state to the outside of the space is performed. The first film 31 is a four-layer structure composed of a protecting layer, an inner layer, a middle layer and the melt layer. Moisture permeability (gas permeability) of the inner layer is lower than those of the protecting layer, the middle layer and the melt layer.
