PROBLEM TO BE SOLVED: To solve a problem that in a conventional vehicle heating device, a part of a body of an occupant continuously contacts with a heat radiation member by a physique and a sitting attitude of the occupant and body action or the like during driving, and in such a case, the contacting portion is unnecessarily heated and there is a possibility of generating an uncomfortable sense and a low-temperature burn. SOLUTION: In the heating device for the vehicle, since processing for increasing contact thermal resistance is applied to the surface of the heat radiation member 3, even if a part of the body of the occupant contacts with the heat radiation member 3, because the contact thermal resistance is large, thermal conduction from the heating means hardly occurs and the contacting portion is not unnecessarily heated.
