PROBLEM TO BE SOLVED: To provide a cooling device of an in-vehicle heating element capable of properly securing an air-conditioned air quantity to a cabin, etc. and a cooling air quantity of a heating element. SOLUTION: This cooling device has an operation mode for introducing air conditioned air generated in an air conditioner for a vehicle mounted to the vehicle as cooling air for cooling a battery pack 1 mounted to the vehicle to generate heat, and is provided with a blower 26 for cooling for supplying the air conditioned air as cooling air to the battery pack 1 and an HV control device 42 for transmitting a control signal to control an operation of the blower 26 to the blower 26 based on an output of a blower for air conditioning for blowing air conditioned air generated in the air conditioner to the inside of the cabin. The HV control device 42 transmits a control signal to operate the blower 26 to restrict an air quantity of the cooling air when outputs of the blower for air conditioning are increased in the operation mode.
