[PROBLEMS] To provide a harm-removing apparatus with which a discharge gas can be efficiently made harmless while attaining a reduction in the amount of water to be used. [MEANS FOR SOLVING PROBLEMS] The harm-removing apparatus comprises: a circulation-water tank (101) in which water (18) having a pH of 5.0-8.6 is circulated to dissolve a halogen-containing discharge gas in the water (18) and from which the residual discharge gas remaining undissolved is discharged; and a neutralization tank (102) in which the water containing the discharge gas dissolved therein and discharged from the circulation-water tank (101) is treated with a neutralizing agent under pressure and from which the water treated is returned to the circulation-water tank (101).
