A cooling device used for a heat exchanger of an incinerator is provided to reduce the fuel cost by raising the preheating temperature of external air introduced into the incinerator. A cooling device used for a heat exchanger of an incinerator comprises a steel plate(10) for supporting tubes, first and second auxiliary steel plates(21) forming first and second cooling shells(41) on upper and lower ends of the steel plate, and first and second branch pipes(30,31) for supplying external air into the first and second cooling shells to prevent the temperature of the steel plate from being excessively increased. The steel plate is horizontally installed at a lower end of a supply chamber(60) coupled to an uppermost part of the heat exchanger.
