A method, an apparatus and a system for measuring IPTV(Internet Protocol Television) network quality are provided to monitor the state of an IPTV network and measure network jitter and MPEG time stamp jitter to provide information required for maintenance of the network. Time stamp information is added to arrived datagram(201). Network jitter is analyzed using the added time stamp information(202). PCR(Program Clock Reference) information is analyzed on packets of the datagram(203). PCR overall jitter is computed based on a time interval according to a PCR value obtained through the PCR information analysis and the time stamp information in the network jitter analysis step(206).
