A tensional kit for top-down construction of a pressure type permanent anchor and a top-down construction method for a pressure permanent anchor using the same are provided to increase the degree of space efficiency in a limited space by forming an incline plane at a vertical angle or an angle near to a vertical angle. A tensional kit for top-down construction of a pressure type permanent anchor comprises a first pressure plate(11), a cylindrical casing(12) and a second pressure plate. The first pressure plate is supported by an incline plane formed by excavation. The casing is buried to the underground by passing through the first pressure plate. The second pressure plate is detachably coupled with an end of the casing to press the incline plane through the first pressure plate. A plurality of reinforcing ribs(15) are formed at the peripheral portion of the casing. A cylindrical fixing head(14) protrudes from the second pressure plate.
