In response to a received first call request, an SIP server issues a second call request to call group conversation members corresponding to the first call request and transmits call request reception information representing that the SIP server has received the first call request before transmitting the issued second call request to the group conversation members. According to the received call request reception information, an SMS server includes information in the start message to start an application implementing a group conversation and transmits them to the group conversation members.
