A device for controlling a hot rolling winding apparatus is provided to prevent a coil of a first pinch roll from being loosed without tension between the first pinch roll and a mandrel. A hot rolling winding apparatus controlling device comprises first and second pinch rolls(300,500), a server(600), a mandrel(200), and a controller(700). The second pinch roll is connected with the first pinch roll of a continuous finishing rolling mill(100) through a strip(400). The server measures left and right elastic deformations of the first and second pinch rolls and determines a speed control rate with regard to the first and second pinch rolls based on the elastic deformations. The controller detects tensions and speed deviations between the mandrel and the first pinch roll, and between the first and second pinch rolls, and receives speed control command from the server based on the detected tensions and speed deviations in order to control the speed of the first and second pinch rolls.
