PROBLEM TO BE SOLVED: To provide a radio communication system which generates a private key for reducing then offset of a bit value. SOLUTION: A directivity of an array antenna 20 is switched to n pieces of directivity, while n electric waves are transmitted and received between wireless installations 10 and 30. The wireless installation 10 detects n pieces of first field intensity, corresponding to n first electric waves received from the wireless installation 30 and makes multi-valued the n pieces of first field intensity by the use of n/k thresholds determined for each of k pieces of first field intensity which are a part of the n pieces of first field intensity detected to generate a private key Ks1. Furthermore, the wireless installation 30 detects n pieces of second field intensity, corresponding to n second electric waves received from the wireless installation 10, and makes multi-valued the n pieces of second field intensity by use of the n/k thresholds, determined for each of k pieces of second field intensity which are a part of the n pieces of second field intensity detected, to generate a private key Ks2 comprising the same bit string as that of the private key Ks1.
