PROBLEM TO BE SOLVED: To solve the problem that the following base-isolating devices for a small-scale wooden house require high construction costs, a special technology for construction, and a long construction period, though, for example, base-isolating rubber is used as a supporting body, vibration generated by an earthquake is absorbed by means of a damper device, a section between the ground and a building-side foundation is put into an insulated state, or a base-isolating device integrated with an anchor bolt is mounted in the foundation, in a conventional method for employing various base-isolating devices so as to protect the building against the vibration generated by the earthquake. SOLUTION: The base-isolating device comprises: an inverted mat foundation, a bedsill 1 which is placed on the inverted mat foundation; an anchor bolt for binding the bedsill 1 to the inverted mat foundation; a cavity which is formed in the mat foundation around the anchor bolt; a cavity which is formed on the side, coming into contact with the foundation, of the bedsill for attaching the anchor bolt; and a stopper 3 which is provided in each important position on the inverted mat foundation. In this construction method, a vibration-reducing house capable of reducing seismic vibration transferred to a building body can be obtained at low construction cost and with a small number of manhours.
