PROBLEM TO BE SOLVED: To provide a process of successively producing a stable dispersion that causes neither separation nor precipitation without adding any dispersant such as a surfactant and a distributor therefor. SOLUTION: In the dispersion step 3, a dispersion 5 is generated by dispersing a substance 2 in a liquid 1 and also in the step 3, microbubbles 6 are generated in the step 4 of generating microbubbles, so that the dispersion 5 contains the microbubbles 6.
