PROBLEM TO BE SOLVED: To provide a management device and an image forming apparatus management system that can keep secrecy of information while maintaining use efficiency of an image forming apparatus.

SOLUTION: The image forming apparatus 17 acquires IC cart identification information using an IC card reader 174, and a management server 11 acquires a user ID corresponding to the acquired IC card identification information, and use restriction information associated with use of the image forming apparatus 17 and allows the image forming apparatus 17 to perform processing based upon the use restriction information.
